ICAO Passport Photo Rules Explained — Simply

You may have heard that India switched to ICAO photo rules in 2025. Here's what ICAO actually is, what changed, and what it means for your next passport photo — in plain language.


If you've tried to renew your Indian passport recently or looked up photo requirements, you've probably come across the term 'ICAO'. It's everywhere now. But most guides don't actually explain what it means in plain terms. Here's a clear breakdown — no jargon.

What is ICAO?

ICAO stands for International Civil Aviation Organization. It's a United Nations agency founded in 1944 that sets global rules for international air travel — including passports, visas, and travel documents. Over 193 countries are members. When ICAO sets a standard, almost every country follows it eventually.

The reason ICAO handles passport standards (and not just planes) is simple: passports are used at airports. The two systems — air travel and travel documents — need to work together.

What is ICAO Doc 9303?

ICAO Doc 9303 is the specific technical document that defines what a valid passport photo must look like. It was created so that automated face-recognition systems at airports and border checkpoints worldwide can reliably match your face to your document — regardless of which country issued the passport.

Think of it like a universal standard for phone chargers. Without a common standard, every country's passport system would be different, and international travel would be slower and more error-prone.

What Changed for India in 2025?

India formally adopted ICAO Doc 9303 in September 2025. The most visible change was the photo size. Before 2025, Indian passport photos were 51×51mm — a square format. Under ICAO Doc 9303, the required size is 35mm wide × 45mm tall — a portrait (rectangular) format.

The Core ICAO Rules in Plain Language

  • Size: 35mm wide × 45mm tall
  • Background: White or very light grey, no pattern or texture
  • Face position: Looking straight ahead, centred in the frame
  • Face coverage: Your face (chin to top of head) fills 70–80% of the photo height
  • Expression: Neutral — mouth closed, no smile
  • Eyes: Open, clearly visible, no tinted or coloured lenses
  • Glasses: Not permitted under any circumstances
  • Lighting: Even across the face — no shadows on the face or background
  • Head coverings: Only for documented religious reasons
  • Photo age: Taken within the last 6 months

Why Do These Rules Exist?

Modern passports contain a chip that stores a digital copy of your face. When you go through an e-gate at an international airport, a camera scans your face and compares it to the data in that chip. The system is looking for a match score — a number that says how similar your live face is to the stored photo.

Every deviation from the ICAO standard — shadows, glasses, a slight smile, an older photo — reduces that match score. A low score means the gate doesn't open automatically and you're sent for manual review. Most airports are moving toward fully automated border control, so the standards are becoming stricter, not more relaxed.
