Exam authorities set minimum file sizes to ensure photos are clear enough to print on admit cards and use for identity verification. A 5 KB image at 200×230px would be extremely blurry when printed. The minimum KB ensures reasonable JPEG quality.

Method 1: Increase JPEG Quality

Method 2: Slight Upscale
If max quality still isn't enough, the tool slightly increases the image resolution (invisible to the eye) which adds more pixel data. A 200×230 image scaled to 220×253 then saved at high quality will be larger in KB.
